Getting Your NIE and Empadronamiento in Bilbao

Two pieces of paperwork underpin almost everything else when you move to Bilbao: your NIE (foreigner identification number) and your empadronamiento (registration on the local population register). Get these sorted early and the rest of your setup — bank account, healthcare, contracts — becomes far smoother.

What is the NIE?

The NIE is your unique identification number as a foreigner in Spain. You need it to work, sign a rental or purchase contract, open a bank account, and deal with the tax office. EU citizens and non-EU residents obtain it through slightly different processes, but everyone needs one.

What is the empadronamiento?

The padrón is the register of residents kept by each town hall. Registering (getting your certificado de empadronamiento) proves where you live and is required for many procedures — including accessing public healthcare and, for some, residency steps. In Bilbao you register at the city’s citizen-services offices.

How to get them in Bilbao

  1. Book appointments early — slots for NIE and padrón can be in short supply; check the relevant office’s online booking.
  2. Prepare your documents — passport, the relevant application form, proof of address (such as a rental contract or utility bill), and any fees.
  3. Attend in person — both processes typically require you to appear, and the padrón certificate is often issued quickly.
